1. Section C page 1 of 22 states clients will be referred “as needed” however in Section B page 2 there are estimated monthly quantities. Should the estimated monthly quantities be utilized as the guide for anticipated number of individuals served and services provided as well as for unit price?

- Yes that is correct, however, these figures are estimates only and the government is not bound to meet these estimates.

2. Regarding Section B‐ Is it possible to get an explanation of how the estimated quantity of manualized groups was determined? For example for year 2021 it lists 420 units, based on 30 min sessions. Is this per group, or per person who attends group? Also, if groups are 60+ min, would this be invoiced as 2 manualized groups?

- The figures provided in the Estimated Monthly Quantity column of Section B are estimates of the frequency that the services will be required. These figures are estimates only and the government is not bound to meet these estimates. 30 minutes is equivalent to 1 unit therefore a 60 minute session would be 2 units for each defendant for each group attended.

3. Section B page 1 first paragraph states “…soliciting a vendor to provide substance use, mental health, and/or sex offender treatment services.” For clarification, under this solicitation will Clients all be referred for outpatient substance use treatment? Will clients with Sex Offenses or co‐occurring disorders be referred to the vendor for SUD Treatment?

- Yes, clients that have been charged with a sex offense or have co‐occurring disorders and have a Substance Use disorder may be referred for services.

4. Is there a limit to the number of pages allowed for the proposal?

- No

5. Can the estimated monthly quantities be changed to meet the needs of the program?

- The estimated monthly quantity cannot be modified. The estimated monthly quantities listed in Section "B" of the RFP is the estimate of the services to be provided during the term of this agreement. It is only an estimate. I would direct your attention to Section M in the RFP : M.2 Evaluation of Proposals a. To be acceptable and eligible for evaluation, proposals shall be prepared in accordance with the instructions given in Sections B and L of this solicitation document. b. By submission of a proposal, the offeror accepts all the terms and conditions of the RFP. Proposals that take exception to the terms and conditions will be determined technically unacceptable and the offeror will be so advised. c. Proposals will be evaluated to be considered Technically Acceptable using the following Pass/Fail Criteria. To determine that the offeror has met the following criteria, each proposal shall be evaluated to determine that every individual requirement has been met.

6. I also noticed this on Section B page P‐1: Note: Estimated Monthly Quantities (EMQs) represent the total monthly quantities to be ordered per Service item under the BPA. Each vendor placed on the BPA may receive a share of the total quantity stated. However, EMQ’s are estimates only and do not bind the government to meet these estimates. Does it also not bind the contractor to meet these estimates?

- Estimated monthly quantities are just estimates. Although not binding, the vendor shall place referrals for residential placements in the first available bed space. Further, by submission of a proposal, the offeror accepts all the terms and conditions of the RFP.

7. Would there be any issues if a Applicant/Vendor is unable to accept referrals regarding individuals who have Sex or Arson related charges?

- By submission of a proposal, the offeror accepts all the terms and conditions of the RFP. Proposals that take exception to the terms and conditions will be determined technically unacceptable and the offeror will be so advised.

8. What website are we to be using to monitor updates for this solicitation?

- This is the website: www.caspt.uscourts.gov

9. Can the funder afford to assign a Program Manager that can oversee all of the FPPs only?

- I cannot answer this question as only the vendor knows if it can afford to assign a Program Manager that can oversee all of the FPPs only.

10. Because of COVID‐19, office operations are limited. Will an electronic signature be accepted on the required forms?

- Yes an electronic Personal Identity Verification (PIV) digital signatures such as Adobe will be allowed. No simple typing of a name or a signature will be allowed. Signature Alternatives that will be allowed are a wet signature that is scanned and emailed or wet signature that is mailed.
