Pre-Solicitation Notice to Substance Abuse/Mental Health/Sex Offender Treatment Providers

The U.S. Pretrial Services Office for the Southern District of California intends to procure treatment services for federal defendants and persons under supervision using Blanket Purchase Agreements. The total duration of this BPA, including the exercise of four 12-month options, shall not exceed 60 months. Required services may include but are not limited to urine collection/testing; case management; assessments/evaluations; counseling in the areas of substance use, mental health, co-occurring disorders, and sex offense; physical examinations; outpatient and inpatient detoxification; medication; short and long term residential placement; transportation expense.

Interested offerors must respond on time to solicitation deadlines and clearly show that (1) they can provide services within the catchment area with a facility available for use, (2) such services will be provided by  professionals meeting the experience and criteria required, and (3) prices of such treatment shall be as low or lower than those charged the vendor's most favored customer for comparable quantities under similar terms and conditions.  Interested parties should respond via email toTreatment_Services@caspt.uscourts.gov or call (619) 446-3743.  Please include your email and U.S. Postal mailing addresses.

Time line:

• June 15, 2026: Request For Proposals (RFPs) made available.
• July 8, 2026, 9 a.m.: All questions are due to the District.
• July 22, 2026, no later than 3 p.m.: Date proposals are due to the District
• September 1, 2026: Projected Date of Award
• October 1, 2026: Effective Date of FY27 BPAs
